No street or roadway shall be accepted by the village for dedication until 75% of all lots in the subdivision in which said street is located shall have been fully improved with buildings authorized thereon and a certificate of occupancy has been issued, and surface course of a street or thoroughfare, shall be collectively considered as a single, or individual improvement and such construction shall constitute release of the applicable portion of the performance surety. No street or roadway shall be accepted by the village during the months of November, December, January, February, March and April unless otherwise determined by the City Manager.
