After completion of all public improvements and prior to final acceptance of said improvements, the subdivider shall make or cause to be made "as built" drawings showing the actual location of all improvements. The plan shall be in black ink on mylar or materials of equal permanence and durability and shall bear the seal and signature of the subdivider's engineer. The plans consisting of the original drawings and three sets of blue line prints shall be submitted to the village for permanent record. Presentation of the plans to the village shall be a condition of final acceptance of the subdivision improvements.
