§ 154.077 CONSTRUCTION CONTROL.
   (A)   Time of construction of improvements. All public and private improvements required pursuant to this chapter shall be installed after approval of the final plat. No work shall start prior to said approval.
   (B)   Time of construction of buildings. No building permits shall be issued for the construction of any building or structure unless a final plat has been approved and recorded and unless all public improvements are provided to serve the subdivision in the manner and in accordance with the standards set forth in this chapter, provided, however, that permits may be issued if all grading operations and drainage improvements are completed and the base and intermediate layers of bituminous concrete have been placed on the road or roads to be improved.
   (C)   Use of existing streets. Only those streets designated by the City Manager during the approval of the final plat may be used for access to the subdivision by all equipment and trucks engaged in the construction of all improvements, utility services and buildings.
   (D)   Sequence of construction. All underground utilities, water mains, sanitary sewers or storm sewers installed in streets or service roads shall be installed prior to the surfacing of such streets. Service connections to such underground utilities and sewers shall be extended to the property line of each lot so as to prevent disturbing the surface improvements in such public ways when service connections are later made. Where underground utilities are located in the parkway adjacent to the paved roadway, service connections to properties across such roads shall only be made by drilling under the pavement in such a way that the surfacing is not disturbed or weakened.
   (E)   Maintenance during construction. The owner/subdivider shall clean and maintain all public ways, sewers and drains free from snow, mud, debris and trash or other extraneous material prior to acceptance of the street by the village and at such other times during construction as the City Manager or Village Engineer may deem necessary in accordance with Section 7.7.10 [sic] of the Village Code.
   (F)   (1)   Erosion, sedimentation measures and maintenance requirements during construction. Pursuant to Chapter 153, sediment basins, diversions, sediment barriers, and other measures intended to trap sediment on-site shall be constructed as a first step in grading and be made functional before land disturbance takes place.
      (2)   Temporary stabilization of denuded areas, soil stock piles and all other requirements of the approved Erosion and Sedimentation Plan shall be in accordance with the design standards of the Hamilton County Soil and Water Conservation District.
