§ 154.045 GENERAL.
   Where the Planning Commission finds that undue hardship or exceptional practical difficulties may result from strict compliance with these regulations, the Planning Commission may grant variations to the regulations so that substantial justice may be done and the public interest secured, provided, however, that such variations shall not have the effect of nullifying the intent and purpose of this chapter or the zoning code.
