The subdivider shall reimburse the village for the entire cost incurred in reviewing the concept plan, the preliminary subdivision plat, the construction plans and the final subdivision plat, and any documents reprinted to be submitted with the concept plan or the preliminary or final subdivision plats, or in determining the suitability of the soil and applicable flood conditions. In the event that the cost of review as aforesaid exceeds the filing fee payable and paid pursuant to § 154.026 of this chapter, such excess cost shall be paid by the subdivider to the village at the time of approval of the final plat or upon abandonment of a subdivision proposal, if abandoned.
