These subdivision regulations shall be applicable to:
(A) All subdivision and resubdivisions of land within the corporate limits of the village;
(B) The division of a parcel of land by use of metes and bounds description for the purpose of sale, transfer, or lease for a period of time exceeding five years;
(C) The improvement of one or more parcels of land involving the division or allocation of land for the opening, widening or extension of any private or public street or streets or any service drive; and
(D) The division or allocation of land for common use as easements for the extension and maintenance of public sewer, water, storm drainage or other public facilities.
