§ 150.21 DEPOSIT WITH APPLICATION FOR PERMIT REQUIRED.
   (A)   From and after the effective date of this building code, applicants for building permits shall be required to make a deposit of $150 in cash at the time of payment for the building permit. The deposit will be retained by the City Manager as security against the cost of cleaning the mud from the streets and highways of the village during the course of the construction or remodeling contemplated by the building permit; however, in the event that the work contemplated by the building permit will not, in the opinion of the Manager, require the excavation or other removal or movement of earth, the deposit will not be required.
   (B)   When, in the opinion of the Manager, the construction or remodeling work contemplated by the building permit has been completed to the extent that there is little likelihood of any mud being tracked onto the streets and highways of the village, the Manager shall return the then balance of the deposit.
