(A) No person shall engage in focused picketing in the public roadway, or rights-of-way, solely in front of a private residence or dwelling.
(B) Whoever violates division (A) of this section is guilty of a minor misdemeanor, provided, however, that whoever is guilty of a second violation or succeeding violations, at the same location, shall be guilty of a misdemeanor in the fourth degree for the second and each succeeding violation.
