No person shall have in his possession an opened container of beer, wine, or other alcoholic beverage in any public place in the village. This section does not apply to beer, wine, or other alcoholic beverage consumed on any village owned property, where said property is being used pursuant to authorization issued by the City Manager. Whoever violates this section is guilty of a minor misdemeanor.
