(A) The City Manager, or his or her designee, shall have the power to collect fees for the use of the village recreation facilities, and to disburse funds from fees so collected for expenditures necessary to the maintenance of recreation programs in the village, all subject to the supervision of the Building and Grounds Committee of Council.
(B) The Recreation Commission shall have the power to schedule the use of village owned athletic and recreation fields, and to exclude from such activities uses inconsistent with the scheduling.
(C) The Recreation Commission shall have the power to promulgate such rules and regulations as may be necessary to carry out the foregoing powers.
