(A) The Recreation Commission shall provide advice, recommendations, and assistance to the village regarding the development and operation of the recreation facilities and recreational and athletic programs of the village.
(B) The Recreation Program Manager shall have the power to collect fees for the use of the village recreation facilities, and to disburse funds from fees so collected for expenditures necessary to the maintenance of recreation programs in the village, all subject to the supervision of the City Manager.
(C) The Recreation Program Manager shall have the power to schedule the use of village owned athletic and recreation fields all subject to the supervision of the City Manager.
(D) The Recreation Program Manager, in collaboration with the Recreation Commission, shall have the power to promulgate such rules and regulations as may be necessary to carry out the foregoing powers, all subject to the supervision of the City Manager.
