The City Manager is hereby authorized and directed to prepare and maintain regulations related to the use of the Grand Valley Preserve and Rowe Arboretum by visitors. Violations of these regulations shall be subject to the penalty provisions set forth in § 95.99. The City Manager is further authorized to amend said regulations, as may be necessary.
