§ 91.14 MAINTENANCE FUND.
   (A)   License fees collected hereunder shall constitute a fund to be expended by the City Manager for the establishment, maintenance, and repair of bridle trails and adjuncts thereto, and which shall not be used for any other purpose without further action of the Council.
   (B)   In the event that the funds in the maintenance fund created by this section are inadequate in any year to provide for the maintenance service which is, in the judgement of the City Manager, necessary to the proper maintenance of the bridle trails of the village, the Comptroller is hereby authorized, upon exhaustion of the funds in the maintenance fund, to make such transfers from the general fund to the maintenance fund as are necessary to provide the maintenance service; provided, that the funds so transferred shall not exceed the funds which the City Manager is authorized by law to expend without authorization by the Council.
