Excepted from the provisions of this chapter are the following persons.
(A) A rider riding on property owned or leased by him or her, or on property on which he or she has been given specific written permission to ride, and this written permission is on file in the City Manager's office.
(B) A member of a riding club when riding on the land owned or leased by the riding club.
