It shall be unlawful for an owner or harborer of more than two dogs to allow any of the dogs in his or her custody to be unrestrained by a leash when on any public or private property other than the property of the owner or harborer in charge of the dogs. This restriction shall not apply to special events approved by the City Manager. Two or fewer dogs may be unrestrained by an owner or harborer, subject to all other provisions of this section.
