It shall be unlawful for any owner or harborer of any dog or cat to suffer the dog or cat to injure, chase, or put in fear of physical harm any person, or damage any person's gardens, lawns, shrubbery, or other and different property. Strict liability is intended to be imposed for a violation of this section.
