It shall be unlawful to conduct any parade, procession, or other mass gathering, except funeral processions, in or on any street, alley or other public way, place, or property in the village, unless a permit therefor is first obtained from the City Manager, or from the Assistant City Manager, in his absence, or from the Chief of Police in the absence of both the City Manager and the Assistant City Manager.
