The publisher of any newspaper, other than the Indian Hill Bulletin, in which any ordinance, resolution, notice, order or proclamation is published pursuant to this chapter shall not be paid therefor until he, or if such publisher be a corporation, an officer thereof, shall have furnished an affidavit stating the fact and date and place of such publication, with a copy of the matter published, in the form of a clipping from such newspaper, incorporated in or affixed to such affidavit.
