The Council may at any time by motion or resolution designate in which publication ordinances, resolutions and notices shall be published. In the absence of any such designation by Council, publication shall be made in a newspaper of general circulation in the village, or in the Indian Hill Bulletin, as the City Manager, in his judgment, may determine. If the publication is made in a publication other than the Indian Hill Bulletin, the City Manager shall take into consideration the rates proposed to be charged and in any event such rates shall not exceed the rates prescribed by state law.
