The publication of any ordinance, resolution, notice, or proclamation must include the complete title thereof, but the content may be summarized or published in the absence of specific direction or determination by Council, as the City Manager, in his judgment, may determine. However, when any such publication is summarized, the publication shall contain the following notation: "The full text of the above may be secured upon request, at the office of the City Manager."
