§ 52.166 QUALIFIED FIRM.
   All utility engineering studies conducted pursuant to §§ 52.165 through 52.179 shall be performed by a firm specializing in utility engineering or may be performed by the construction permittee if the construction permittee is qualified to complete the project itself.
