No service branch shall be installed to serve property which does not abut the street or road in which the service main is located except with authority of the Superintendent and the village planning commission. Every residence or user shall have its separate service branch and meter. However, a variance in this respect may be authorized by the Superintendent and the village planning commission if it is shown that the variance will not be harmful to the water works system, in the present or in the future. In authorizing the variance the conditions as may be necessary and proper may be attached.
