Any property owner desiring the installation of a service branch into his premises shall make application through a licensed master plumber as his authorized agent. By making application for a service branch, or by using or permitting use of a service branch already installed, the owner agrees to be bound by all the provisions of this operating code and as it may be amended from time to time, and by the "Engineering and Plumbing Requirements" promulgated by the Superintendent and all other lawful rules of the department of water works.
