§ 51.22 CONSTRUCTION BY OWNERS.
   In undedicated streets and in new subdivisions, the superintendent may permit an owner or owners to arrange for the laying of water main extensions by private contract; the performance of the work, however, shall be done under the supervision and control of the superintendent. In the construction of any such extension the contractor shall use only duly inspected and approved materials and in any case the superintendent may require a deposit of a reasonable amount as a guarantee against defective workmanship or materials and for inspection and supervision charges. Each deposit, less any sums expended by the department for inspection, or for repair or replacement of defective work or materials, shall be refunded one year after the extension has been placed in service. No other refund of payment shall be made.
