§ 51.03 APPOINTMENT OF CITY MANAGER AS SUPERINTENDENT.
   The City Manager is appointed as the superintendent of the department of water works. However council may, by resolution hereafter adopted, separate the function of the City Manager and the superintendent of the department of water works.
