The purpose of the fund shall be exclusively public for the benefit of the residents of the village to provide for the care, maintenance, and administration of the green spaces, forest preserves, bridle trails, bird sanctuaries, shooting ranges, recreational and public areas within or without the village and such other grounds as are devoted by the owners to any of the aforesaid or to similar public purposes.
