(A) The Mayor is hereby authorized and directed, in addition to any other court costs, to charge and collect from each defendant thereafter convicted in Mayor's Court special costs in the sum of $10, subject, however, to the right of the Mayor to waive payment of such costs.
(B) All court costs collected pursuant to division (A) shall be deposited in the Mayor's Court computer fund, established herein, and that such funds be expended, as and when directed by the City Manager or City Council, for the purchase of computer hardware, software and technological expenses for the Mayor's Court.
