(A) There is created a gift fund in which pecuniary gifts made to the village are retained and accounted for.
(B) The comptroller is hereby authorized and directed to establish a fund to be called gift fund wherein pecuniary gifts made are retained and accounted for. The expenditures therefrom shall be made by the comptroller in accordance with the donative intent of the donor of any such gift and upon order of the manager within authority duly made by Council.
