§ 70.11  LOADING ZONES.
   It shall be unlawful for the driver of any vehicle to stand or park a vehicle for a period of time longer than is necessary for the loading or unloading of passengers or freight in any place designated as a loading zone, marked as such, or in any of the following places:
   (A)   At any place not to exceed 50 feet along the curb before the entrance to any library, hospital, medical clinic or post office;
   (B)   Not more than ten minutes at parking places so designated by signs as the United States Post Office; and
   (C)   Within an alley in such a manner or under such condition as to leave available less than ten feet of width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance to any such property.
