(A)   The order of business at regular meetings shall be as follows:
      (1)   Reading the minutes of the last meeting;
      (2)   The report of committees;
      (3)   Unfinished business; and
      (4)   New business.
   (B)   If the Council shall have directed any matter to be the business of the meeting, the Mayor or Acting Mayor shall call up the same immediately after the reading of the minutes, and it shall have priority over all other business.
   (C)   The order of business may be suspended or changed by vote of the Council.
