§ 30.16  DUTIES OF PRESIDING OFFICER; RULES OF ORDER.
   The Mayor or Acting Mayor, at the hour appointed for the Council to meet, shall take the Chair, call the meeting to order and preserve proper order and decorum. Except where otherwise provided by ordinances, Robert’s Rules of Order shall pertain in all meetings of the Council.
