(A) The following anticipated revenue and expenditure appropriations as shown in the budget summary shall be adopted as the official budget for the city.
(B) The millage shall be levied in the following amounts for operating purposes and for waste water treatment plant debt service and the levy to be made upon the basis of locally assessed valuations on real and personal property within the city, to support the adopted budget.
