All special assessment proceedings commenced prior to August 31, 1979 and conducted in conformity with the provisions of the City Charter adopted on December 29, 1970 as in effect prior to August 31, 1979, are hereby validated, ratified and confirmed. All incomplete special assessment proceedings shall be continued under the applicable provisions hereof.
