In the event that the City Commission shall fail to make any public improvement petitioned for under the provisions of § 32.18 during the calendar year during which any petition is filed, such petition shall be reconsidered by the City Commission prior to March 1 of the succeeding calendar year for the purpose of determining whether such improvement should be made during such calendar year.
