No land shall thereafter be utilized for the erection, construction, operation, and/or maintenance of a mobile home park as defined by the laws of the state, except upon application for a permit and approval from the City Commission signed by the person, firm or corporation seeking the permit and by the owner and legal title holder of the property sought to be used for such purposes.
