§ 154.12 CANOPIES AND SKIRTING.
   (A)   Uniform skirting of each mobile home base shall be required and such skirting shall be of 26 gauge solid sheet metal, aluminum or other non-corrosive metal or material of equal strength and so constructed and attached to the mobile home so as to deter and prevent entry of rodents, flies, bugs, or other insects. One access door in the skirting shall be permitted and a screen vent shall be installed along such skirting at intervals of 20 feet so as to provide adequate cross ventilation.
   (B)   Permits for the construction of skirting shall be issued by the city upon filing an application therefore and payment of a fee of five cents per square foot of the floor area to be enclosed.
   (C)   Each mobile home shall be jacked up in a uniform manner and shall not be placed on a permanent foundation.
   (D)   Canopies and awnings may be attached to any mobile home and may be enclosed and used for recreation or sunroom purposes but not as a bedroom or sleeping quarters. No enclosure shall be elevated more than six inches above grade level. Canopies or awnings must be made of materials which may be screened or glassed in with visual contact from three sides, but shall not exceed ten feet in width or the length or height of the trailer coach.
   (E)   A permit shall not be required for construction or erection of canopies or awnings which are open on three sides. However, permit shall be required before construction or erection of any screened, glassed in, or otherwise enclosed awning or canopy.
   (F)   Permits for the construction or erection of enclosed canopies and awnings shall be issued by the city upon filing of an application therefore and payment of a fee of five cents per square foot of the floor area to be enclosed.
   (G)   Utility cabinets. Each mobile home may be provided with a similarly designed enclosed storage structure for storage of goods and the usual effects of the inhabitants of such park. The overall dimensions of such cabinet shall not exceed six feet in width, eight feet in depth and five feet in height. All cabinets shall be kept clean and shall be maintained in good condition and kept painted. Wherever a shed is erected on a mobile home site it shall be placed on a solid concrete slab of not less than two inches in depth.
