§ 152.36 FINAL PLAT.
   The procedure for preparation and review of a final plat shall be as follows:
   Following final approval of the Preliminary Plat by the City Commission, the proprietor shall cause a survey and one (I) true plat thereof to be made by a surveyor.
   (A)   Submittal: one (1) copy of true plat mylar and an additional ten (10) paper prints of the final Plat, along with the Application, shall be submitted to the City Clerk.
      (1)   A Final Plat shall not be accepted after the date of expiration of the Preliminary Plat-Final Approval.
      (2)   Submittal to the Clerk shall be at least ten (10) days prior to a regularly scheduled meeting of the City Commission. The date the proprietor submits the application, plat and fee shall be considered the date of Filing,
   (B)   Information Required:
      (1)   All Final Plats of subdivided land shall comply with the provisions of survey and mapping requirements cited in the Land Division Act, Act 288, Public Acts of 1967, especially those cited in Sections 126 through 141.
      (2)   All Final Plats of subdivided land shall comply with the certification requirements cited in the Land Division Act, Section 288, Public Acts of 1967, especially those cited in Sections 142 through 151.
      (3)   A policy of title insurance currently in force covering all of the land included within the boundaries of the proposed subdivision certified to the date of submission for Final Plat Approval, which establishes recordable ownership interest.
   (C)   Procedures:
      (1)   The Final Plat shall be reviewed by the City Engineer as to compliance with the approved Preliminary Plat-Final Approval and plans for utilities and other improvements, including the placement of monuments.
      (2)   The City Commission shall review all recommendations within twenty (20) days and take action on the Final Plat as soon as practicable after the filing of said Plat if it is in proper form.
      (3)   The City Commission shall require all improvements and facilities to be constructed including the placement of monuments or require a cash deposit or Its equal in lieu of constructions of such improvements and facilities before it approves the Final Plat.
      (4)   Upon approval of the Final Plat by the City Commission, the subsequent approvals shall follow the procedure set forth in the Land Division Act, Act 288, Public Acts of 1967. If not approved, the City Commission shall instruct the Clerk to give the proprietor its reasons in writing, as set forth in the minutes of the meeting, and return the Plat to the proprietor.
      (5)   The City Commission shall instruct the Clerk to record all proceedings in the minutes of the meeting, which shall be open for inspection, and to certify on the approved Final Plat the Council's approval and the date thereof on behalf of the City Commission.
      (6)   The City Clerk shall transcribe a Certificate of Approval of the City Commission on the Final Plat and direct proprietor or proprietor's representative to deliver all originals to the Clerk of the County Plat Board together with the filing and a recording fee required by the Land Division Act.
      (7)   The City Clerk shall transmit one (1) paper print copy to the Planning Commission, one (1) paper print to the City Zoning Administrator, one (1) paper print to the City Assessor, and retain one (1) paper print copy temporarily in the files of the City Commission.
