The parameter of the Board shall be as follows:
(A) To plan the use of the Lamb-Steele Building.
(B) To supervise the functions enumerated in existing leases relating to the Lamb-Steele Building.
(C) To establish a financial plan and to respond to financial problems arising out of the use of the Lamb-Steele Building.
(D) To arrange permits arising out of aforesaid uses.
(E) To plan the intended use of the Lamb-Steele property over the useful life of the building.
(F) To furnish, equip, improve, operate and/or maintain a building or buildings, and parking lots, and the necessary site or sites therefor for the use of the city.
