If weather conditions or other factors determined by the Zoning Administrator are sufficient enough to warrant a delay in the abatement, a refundable bond or satisfactory guarantee of a sufficient amount to ensure the abatement of all graffiti shall be required to ensure abatement takes place within a reasonable period of time as specified in writing by the Zoning Administrator.
