§ 130.51 DEFINITIONS.
      For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   GRAFFITI. The act of altering or defacing any real personal property of another without their consent through the use of paint, markers, spray paint, objects, or substances capable of destroying property; or is the act of altering or defacing any real or personal property through the use of paint, spray paint, markers, objects or other substances capable of destroying property, which is offensive to a reasonably sensitive person.
   GRAFFITI IMPLEMENT. An aerosol paint container, a felt tip marker, gum label, paint stick, etching tool, adhesive label, or any other device capable of being used to leave a visible mark at least one-eighth of an inch in width upon any surface or material.
   PROPERTY CARETAKER. A person owning, leasing, occupying, or having control or possession of any property within the city.
   STRUCTURE. Any improvement to real property and shall include but not be limited to walls, sidewalks, windows, fixtures, sheds, storage units, semi-tractor trailers, mobile storage, or masonry.
