No person shall cut down, mutilate or destroy any shade or ornamental trees, lamp posts, electric light poles or other property placed in the public streets or upon any public grounds of the city, and no person shall hitch any horse or horses or other animals liable to do injury to any such trees or other property, and no person shall suffer or allow his horses or other animals to stand within reach of said trees, lamp posts or electric light poles within the city.
