No, person, firm or corporation shall operate or cause to be operated in the city any public dance hall, billiard and pool room or any public place or room where there is dancing, where billiard and pool table or tables are kept between the hours of 2:00 a.m. and 6:00 a.m., or to harbor or permit any person or persons, except regular employees who are performing necessary work within the premises, to be or remain in such place during those hours.
