(A) The purpose of this chapter is to protect the health and safety of persons using sidewalks located within the city, and to enhance the value of property located in the city by establishing standards for the construction, maintenance and potential reimbursement of costs of the sidewalks.
(B) The City Commission is authorized by City Charter, Chapter 2 Municipal Powers, Section 2.2 to provide for the requiring of an owner of real property within the city to maintain sidewalks abutting on such property, and if the owner fails to comply with such requirements or if the owner is unknown, to construct and maintain such sidewalks and assess the cost thereof against the abutting property in accordance with Chapter 11, Special Assessments.
(C) The City Commission shall have the authority to expend city funds toward the installation, maintenance and repair of sidewalks in circumstances as the City Commission determines fair and just in the sole and exclusive discretion of the City Commission in accordance with the terms contained herein.
