(A) A schedule of personnel, equipment and material costs shall be compiled by each of the affected city departments, a copy of which shall be maintained on file in the appropriate department and in the Finance Department. The schedule of costs shall be revised and upgraded annually to reflect cost increases related to personnel, equipment, or materials.
(B) Non-city agent costs shall include actual charges for the services rendered by an outside city agent or agency, plus 15%, to cover related city administrative costs.
