(A) If any person or entity liable under this chapter fails to reimburse the city as provided and the person or entity is the owner of the affected property, the city shall have the right and power to add any and all costs of cleanup and restoration to the tax roll of such property, and to levy and collect such costs in the same manner as provided for the levy and collection of real property taxes against the property.
(B) The city shall also have the right to confiscate any vehicle and its contents at the time of the incident where the costs cannot be added to the tax roll, i.e. non-resident or non-taxpayer of the city. The city shall also have the right to bring an action in the appropriate court to collect such costs if such action is deemed to be necessary.
