§ 98.04 FAILURE TO REMOVE AND CLEAN UP.
   Any person or entity that fails to comply with § 98.03 above shall be liable to the city and shall reimburse the city for all costs and expenses, including the costs incurred by the city of any agents the city engages, for the complete abatement, cleanup and restoration of the affected area.
