No person shall operate or permit to be operated on his property any garage sale, except in compliance with the following requirements:
(A) No garage sale shall be conducted for more than three consecutive days.
(B) No more than three garage sales may be held during any calendar year on the same property.
(C) A garage sale permit shall be obtained from the City Clerk prior to the beginning of any garage sale.
(D) No signs advertising a sale regulated by this chapter shall be placed on public property, utility poles, trees or on private property without the express consent of the owner.
(E) Any temporary signs advertising a garage sale shall be removed within 24 hours after the completion of the garage sale. If the signs are not removed, the city may remove the signs and assess a fee of $5 per sign for each sign removed.
