(A) Actions for injuries to persons or property resulting from or alleged to have resulted from a property owners failure to comply with the applicable provisions of this chapter shall be brought directly against the property owner.
(B) The failure of a property owner to receive the notice provided for in § 95.13 shall not be a defense to any action brought for injury to persons or property.
