§ 91.22 LICENSE REQUIRED.
   Any person owning, keeping, harboring or having custody of any permitted cat over six months of age within the city shall obtain a license for each such cat provided herein:
   (A)   Application for a license shall be made to the City Treasurer and shall state the name and address of the applicant and the last known owner of the cat. It shall also include the breed, sex, age, color, and unique or distinctive markings of each cat and a certificate by a licensed veterinarian showing that the cat has been vaccinated against rabies and distemper. Application may be made by mail on forms provided by the city.
   (B)   Application for a license shall be made within five days after obtaining a cat over six months of age, except that this requirement shall not apply to a non-resident keeping a cat within the municipality for no longer than 30 days.
   (C)   Each license shall expire on July 1 at 12:00 midnight. The fee shall be as established from time to time by resolution of the City Commission. If application for renewal of the license is not made before July 1, the applicant shall pay a penalty, as established from time to time by resolution of the City Commission.
   (D)   Upon acceptance of the license application, payment of the fee, and compliance with all relevant requirements of this subchapter, the Imlay City Treasurer shall issue a durable tag or identification collar stamped with an identifying number and year of issuance.
   (E)   Cats must wear valid license tags or identification collars at all times when outside a building or residence or otherwise outdoors.
   (F)   A duplicate license may be obtained upon payment of a replacement fee, as established from time to time by resolution of the City Commission.
   (G)   No person may use the license for any cat other than the cat for which it was issued.
