No person, persons, firm or corporation shall harbor or keep any dog within the corporate limits of the city which by loud and/or frequent and/or habitual barking, yelping and/or howling shall cause serious annoyance to the neighbors or neighborhood or to pedestrians or motorists who are lawfully within hearing distance of said dog.
