§ 52.08 WATER METERS.
   (A)   All water in the city shall be metered and the consumer or property owner is required to make a deposit without interest to the city before service is turned on. The consumer or property owner must not cover meters or place obstructions that may prevent convenient access to the meter at all times. Water meters may not be placed in a crawl space or similar confined space area. The owner or consumer will be held responsible for damage to meter caused by frost or neglect.
   (B)   If a meter fails to register, an average will be obtained from the readings taken for four previous quarters when the meter was known to be operating correctly and this figure shall be used as a basis for payment for the period while the meter was out of order.
   (C)   The City Manager and other duly authorized employees of the city, bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling, repair, replacement and/or testing, in accordance with the provisions of this chapter at any time during reasonable or usual business hours.
